TJ Bohl
With more than 30 years of experience in the justice system, I help leaders and organizations navigate complex change, strengthen organizational culture, and turn promising ideas into sustainable practice.
Before co-founding Aligned Impact Partners, I served as Pierce County Juvenile Court Administrator from 2013 to 2026. In that role, I led a 147-person organization with a $55 million biennial budget, overseeing juvenile probation, secure detention, dependency court services for children and families involved in abuse and neglect proceedings, and the Juvenile Court Clerk’s Office.
Across these areas, I helped foster a culture of innovation, collaboration, and continuous improvement. Our work included implementing Washington State’s first Baby Court, developing Opportunity-Based Probation in partnership with the University of Washington, strengthening family and youth voice, and expanding partnerships with community-based organizations.
I helped lead a long-term transformation of the county’s juvenile justice system. Pierce County reduced youth detention by 89 percent and achieved confinement rates below one-third of the national average. These results required more than changes in policy or practice. They grew from a sustained commitment to positive youth development, meaningful family engagement, community partnership, shared leadership, and disciplined use of data.
A key part of this transformation was reducing reliance on secure detention and reimagining the role of probation. Our Probation Transformation work supported a shift from approaches centered primarily on surveillance and compliance toward practices that build skills, strengthen relationships, create opportunities, and help young people develop confidence in their ability to succeed.
Underlying this work was a focus on creating the organizational conditions that allow change to take hold. Through shared leadership and the Learn, Manage, Improve framework, leaders and staff were equipped to use data, learn from implementation, and continuously improve their work. I championed efforts to address racial and ethnic disparities and supported the development of an Equity Team that continues to advance anti-racist, multicultural, and inclusive practices.
As a graduate of the Annie E. Casey Foundation’s Applied Leadership Network, I bring practical executive experience, evidence-informed strategies, and collaborative facilitation to my work. Today, through Aligned Impact Partners, I partner with public agencies, nonprofit organizations, philanthropy, and community leaders to strengthen leadership, improve organizational performance, and build the capacity needed to achieve lasting impact.
My Leadership Philosophy
I believe meaningful change happens when people are aligned around a shared purpose, equipped with reliable information, and empowered to lead. The people closest to the work often hold the greatest insight, and lasting solutions emerge when leaders create space for collaboration, learning, and shared accountability. My role is not to bring all the answers, but to help organizations uncover their strengths, navigate complexity with clarity, and build the relationships and capacity needed to sustain improvement over time.
