Kevin Williams
With more than 25 years of experience in youth justice, I help jurisdictions and organizations transform probation and diversion systems so that everyday practice produces better outcomes for young people, families, and communities. Over the past decade, my work has focused on translating the vision of system reform into practice, helping systems move from compliance-driven approaches toward those grounded in relationships, accountability, skill building, and opportunity.
Most recently, I served in a senior leadership role at Pierce County Juvenile Court in Washington, where I helped lead one of the most significant juvenile justice transformations in the country. Our work reduced youth detention by 89% and state commitments by 79% while expanding diversion and developing a continuum of community-based, positive youth development opportunities. We also partnered with community organizations and local businesses to create meaningful pathways for young people to build skills, relationships, confidence, and connections to their communities.
A core part of my work has been ensuring that transformation is shaped by the people most affected by the system. I helped create pathways for credible mentors to support young people and helped establish one of the country’s first Family Councils, creating meaningful opportunities for youth and families to influence system design and decision-making.
I have also led the implementation of Opportunity-Based Probation (OBP) and JDAI strategies, with a particular focus on translating research and developmental science into everyday practice. This work has helped probation staff move beyond monitoring behavior and compliance toward building skills, strengthening relationships, expanding opportunities, and supporting long-term behavior change.
Throughout this work, I have focused on the place where reform ultimately succeeds or fails: implementation. That means helping staff understand not only what needs to change, but why it matters, what it looks like in daily practice, and how data and coaching can help teams learn and improve along the way.
Today, through Aligned Impact Partners, I partner with jurisdictions and organizations nationwide to transform probation and diversion, strengthen community-based continuums of care, improve frontline practice, and build the organizational capacity needed to sustain change over time.
My Leadership Philosophy
I believe lasting change happens when systems align around clear outcomes, invest in relationships, and equip people to do the work differently. A strong strategy matters, but transformation becomes real through the everyday interactions between staff, young people, families, and communities.
My role is to help organizations close the gap between vision and practice. I work alongside leaders and staff to translate ambitious ideas into approaches that make sense in their local context, strengthen the skills and confidence of the people responsible for implementation, and use data as a tool for learning, coaching, and accountability, not simply compliance.
I lead with curiosity, clarity, and a commitment to equity because meaningful change requires both strong systems and trust in the people doing the work.
